Message Hey Ashley, a couple ideas for things to check. First the "non-OEM" brown wire. That is tied into your theft relay (starter interlock). My guess would be that PO maybe bypassed clutch interlock or security interlock with that wire. Can you currently start your car without pressing clutch? Set off the alarm and try to start car.(or just pull the theft warning relay) Other than that just follow the brown wire and see where it goes.

For the fuel pump voltage problem, I would verify that the throttle position sensor is adjusted correctly so that voltage when throttle is closed is 0.4 to 0.5 V. If it is above that, the ECU may be keeping the fuel pump voltage high. Check the voltage at pins 35 and 104 on ECU or some equivalent point. With the engine off, key on both should read battery voltage. With engine running at idle, both should be 0V. If all of that is OK, then check all the wiring between terminal b on fule pump connector back to FP control unit and FP control connector to ECU 35 and 104. I'm basing all of this on my 92TT wiring and FSM, so be advised some differences could exist on 95. If I can help further feel free to email me direct. Good luck,
